Based on historical examples of the conflict relations between trade unions and environmental groups in the Austrian energy sector, this paper showcases how the relationship between the two groups has changed from enmity to first attempts at alliance building. Drawing from analysis of union documents and problem-centred interviews conducted with Austrian unionists, it shows that newly emerging alliances between unions and environmental movements contain the seeds for a broad societal movement that can help overcome the paradigm of growth and actively engage in the creation of policies that support a social–ecological transformation.

AB  - Despite legally binding greenhouse gas emission reduction targets and good pre-conditions for progressive climate action, emissions in Austria are on the rise. This article explores the reasons why climate change policy is so ineffective in Austria. We show that the social partnership has contributed significantly to the standstill in renewable energy production and the rejection of more ambitious reduction targets concerning greenhouse gas emissions, and consider the role of experts and expertise in climate change policies. The ineffectiveness of climate policy in Austria is largely due to corporatist actors who often act like an ex-ante filter or selective mechanism for what is politically acceptable or possible and what is not. Climate change is for the most part successfully kept off the political agenda and (climate sceptical) politicization does not take place. Insights from the literature on corporatism are enhanced by the concepts of strategic and epistemic selectivity to analyse not only access to the state terrain but also the domination of specific knowledge forms, problem perceptions, and narratives over others.

AB  - In scholarly and political debates on transformation towards sustainability or along social-ecological lines, employees and trade unions are hardly ever mentioned. The latter still largely represent a perspective that could be summarized as “jobs versus environment” and formulate their environmental strategies within the confines of ecological modernization, if indeed at all -- i.e. they do not question the orientation towards growth, capitalist power and production relations or a destructive societal nature relations. It was strong trade unions who won historical achievements for large parts of the population, but these achievements simultaneously deepened the problematic aspects of a mode of production and living which we call the “imperial mode of living”. This antinomy needs to be considered and dealt with politically. This paper examines the results of a multi-year empirical project on the views of Austrian trade unions on social-ecological transformation. It shows that, while there are already some important initiatives, these do not address the main challenge, i.e. the imperial mode of living. However, some entry points for a possible politicization of unsustainable production and consumption emerge from our research, along with a view of the role of trade unions in this politicization. One approach is to overcome the narrow equation of well-being with capitalist economic growth and to replace it with a more comprehensive understanding of well-being and quality of life.

            Zu einer vorbeugenden Sozialpolitik gehören ein Klima- und Umweltschutz, der umweltbedingte soziale Risiken vermeidet. Dieser Beitrag arbeitet in einer qualitativen Dokumentenanalyse heraus, in welchem Maße Gewerkschaften sowie Wohlfahrtsverbände in Deutschland zwischen 2012 und 2020 sozial-ökologische Ansätze aufgriffen haben. Der theoretische Rahmen basiert dabei auf einer bedürfnistheoretischen Perspektive und fünf interessensorientierten Erklärungsansätzen: 1) die Heterogenität der Interessen innerhalb und zwischen Gewerkschaften sowie Wohlfahrtsverbänden, 2) das Auftreten neuer, globaler Umweltprobleme, 3) eine korporatistische Konfliktlösung durch Produktionswachstum; sowie zwei inhaltliche Verengungen: 4) die Fokussierung auf Erwerbsarbeit und Ausblendung des ökologischen Fußabdrucks von Arbeitsplätzen sowie 5) das Ignorieren des Einflusses aktueller Arbeitsbedingungen auf die Realisierbarkeit ökologischer Lebensweisen. Wir beobachten eine eingeschränkte, ambivalente, jedoch zunehmende Integration sozialökologischer Belange in den Aktivitäten der Interessenvertretungen, die sich in verschiedenen Themenbereichen strukturell unterscheidet. In einem Ausblick diskutieren wir drei mögliche Strategien für die Weiterentwicklung sozialpolitischer Interessenvertretungen angesichts zunehmender ökologischer Herausforderungen.

AB  - It is widely acknowledged that municipalities play an important role in the transition towards sustainable development and climate change mitigation. But how well do they really meet these expectations? Focusing on the diffusion of pertinent policies in local, rural Austria, we analyse
whether the policy diffusion has induced procedural, political and programmatic effects and, if so, how it was accomplished. The results fall short of expectations.Although it is widely acknowledged that municipalities play an important role in the transition towards sustainable development
and climate change mitigation, there is a notable lack of studies focusing on the diffusion of pertinent policies at the local level. This paper analyses the diffusion of sustainable development and climate change mitigation policies in rural Austrian municipalities. We scrutinise the policy
diffusion rates and patterns. In doing so, we ask whether policy diffusion has induced procedural, political and programmatic effects within the rural government context and, if so, how these changes were accomplished. The results show that the lack of political commitment, political incoherency
and insufficient support are major barriers impeding diffusion and implementation. Insufficient programmatic effects are explained by the fact that only “easier” measures have so far been implemented. These “easy” measures stop short of profoundly tackling structural
problems or challenging current practices. In contrast to the high expectations regarding the role of municipalities in transitioning towards sustainability and climate-friendly practices, municipalities appear not to have the competencies nor the capacities to implement far-reaching, system-changing
measures on their own.
