Some of these tools have also now been modified to take into account the risks posed by climate change. At the same time, there has been a recent emphasis in developing more dedicated tools which have an explicit focus on screening for climate change risks and for facilitating adaptation. The purpose of this paper is to analyse this latter set of tools targeted to screen climate change risks. The paper focuses on the need to consider the experiences of users as well as developers, and to investigate the extent to which tools are meeting user needs and if opportunities may exist for streamlining the tools landscape. This analysis is therefore an effort to contribute to the alignment and harmonisation priorities of the Paris Declaration on Aid Effectiveness of March 2005 and the follow-up Accra Agenda for Action of September 2008. While a "one-size-fits-all" approach or methodology may not be appropriate, there may be opportunities to provide common guidance on specific topics, such as categorisation and risk management frameworks, and to clarify the diverse terminology. In an effort to improve the use of screening and assessment tools, the paper recommends that the development community increase partner country ownership of risk screening and assessment tools/processes, narrow the gap between process guidance tools and data and information provision tools, supply guidance for users in moving from analysis to action and collaborate to prepare harmonised guidelines. While this analysis is limited to tools which have an explicit focus on climate change and adaptation, future work should also consider existing risk analysis tools which are practically used in development planning and modified for applications to adaptation. The method is, finally, applied directly to expert judgments of six different adaptations that could reduce vulnerability in the Netherlands to increased flooding along the Rhine River. T2 - Geoforum AB - Rapid scientific and social development has stimulated renewed discussion of the theoretical foundations of geography. It therefore appears appropriate to open a discussion forum of the geo-sciences by outlining the organisational plan and the system of geography, its classification, delimitation, and terminological basis. It is hoped to indicate how its comprehensive task, characterised by the ecosystem Man-Earth, can be accomplished, and how, in spite of increasing specialisation within the various component disciplines of General (geo-factor studies) and Regional Geography, the unity of its scientific method is to be maintained. Geo-ecology is discussed in order to assess the effective structure of the natural habitat, and social geography as the corresponding dynamic principle in the realm of anthropogeography. Both become incorporated into Integrated Landscape Geography. Alongside this and with equal status stand the “Regional Systems” in the “Organisation of the Oecumene”. The spatial realisation of the nomothetic regional ‘models’ is achieved through the functional and chorological linkages of these systems in Regional Geography, which has in this way passed the stage of encyclopaedic compilation of facts. The emergence of Applied Geography has enhanced considerably the significance of the subject to modern society; it is also promoting the stature and standard of geography in school and in scientific research. For its further development it requires clear methodical conceptions and an unambiguous terminology. Each component discipline of geography must have its logical place in the total structure of the subject, and also its own justification, yet its particular role must be determined by the ultimate interaction of all geo-factors (geo-factor complexes) in the united collective purpose of geography, in the worldwide ecosystem Man-Earth. Die schnelle wissenschaftliche und soziale Entwicklung hat die Diskussion um die theoretischen Grundlagen der Geographie neu belebt. Es erscheint deshalb als angebracht, zur Eröffnung eines Diskussions-Forums der Geo-Wissenschaften den Organisationsplan und das System der Geographie, ihrer Gliederung, Begrenzung und terminologischen Festigung zu umreißen. Es soll zeigen, wie die Bewältigung ihrer durch das Ökosystem Mensch-Erde bezeichneten, umfassenden Aufgabe erfolgen kann bzw. wie trotz der wachsenden Spezialisierung auf den verschiedenen Teilbereichen der Allgemeinen (Geofaktorenlehren) und der Regionalen Geographie die Einheit ihres wissenschaftlichen Systems zu bewahren ist. Die Geo-Ökologie wird zur Erfassung des Wirkungsgefüges des Naturhaushaltes und die Sozialgeographie als die entsprechende Kräftelehre im Bereich der Anthropogeographie diskutiert. Beide werden in der Integrierten Landschafts-geographie verflochten. Neben ihr stehen gleichberechtigt die “Regionalen Systeme” in der “Organisation der Ökumene”. Die räumliche Verwirklichung ihrer nomothetischen, landschaftskundlichen “Modelle” wird durch die funktionalen, chorologischen Verbindungen dieser Systeme in der regionalen Geographie zusammengeführt, die damit das Stadium enzyklopädischer Sammlungen überwunden hat. Mit der Angewandten Geographie ist die Bedeutung des Faches für die moderne Gesellschaft erheblich gestiegen, sie fördert auch die Position und den Standard der Geographie in der Schule und in der wissenschaftlichen Forschung. Für ihre weitere Entwicklung bedarf sie klarer methodischer Konzeptionen und einer eindeutigen Terminologie. Jedes Teilgebiet der Geographie muß seinen logischen Platz im Gesamtsystem des Faches und seine eigene Berechtigung haben, ihre Ausrichtung muß aber vorn schließlichen Zusammenwirken aller Geofaktoren (-komplexe) in der einheitlichen Gesamtaufgabe der Geographie, im weltweiten Ökosystem Mensch-Erde, bestimmt werden. La rapide évolution scientifique et sociale a ranimé la discussion autour des bases théoriques de la géographie. Il semble donc indiqué d'ouvrir une discussion sur l'organisation des sciences de la terre et le système de la géographie, leur structure, leurs frontières et leur vocabulaire. Il s'agit de montrer comment la géographie peut assumer ses devoirs résultant de l'éco-système homme-milieu terrestre, et comment l'unité de son système scientifique peut être sauvegardée, malgré la spécialisation croissante des différents domaines de la géographie générale (étude des ⪡géofacteurs⪢). La ⪡géoécologie⪢ est discutée afin d'essayer de saisir les influences de la préservation de la nature et de la géographie sociale en tant que connaissances motrices dans le domaine de la géographie humaine. Toutes deux se sont combinées dans la géographie intégrée du paysage. A côté d'elle, sur le même plan, on trouve les ⪡systèmes régionaux⪢ constituant ⪡l'organisation de l'oekoumène⪢. La transcription dans l'espace de leurs ⪡modèles⪢ nomothétiques de paysages est menée en même temps que la liaison fonctionnelle et chorologique de ce système, permettant à la géographie régionale de dépasser le stade des compilations encyclopédiques. Avec la géographie appliquée l'importance de la branche pour la société moderne s'est considérablement accrue; elle renforce aussi la position de la géographie dans l'enseignement et la recherche scientifique. Pour son évolution ultérieure elle a besoin de conceptions méthodologiques plus claires et d'une terminologie sans équivoque. Chaque domaine partiel de la géographie doit avoir sa place logique dans le système d'ensemble de la discipline, ainsi que ses règles propres, mais il doit tendre aussi à montrer la combinaison finale de tous les ⪡géofacteurs⪢ (géocomplexes) dans la synthèse géographique unique, en un ⪡écosystème⪢ homme-terre universel. It focuses on scholarship that contributes to practical implementation of adaptations at the community scale. In numerous social science fields, adaptations are considered as responses to risks associated with the interaction of environmental hazards and human vulnerability or adaptive capacity. In the climate change field, adaptation analyses have been undertaken for several distinct purposes. Impact assessments assume adaptations to estimate damages to longer term climate scenarios with and without adjustments. Evaluations of specified adaptation options aim to identify preferred measures. Vulnerability indices seek to provide relative vulnerability scores for countries, regions or communities. The main purpose of participatory vulnerability assessments is to identify adaptation strategies that are feasible and practical in communities. The distinctive features of adaptation analyses with this purpose are outlined, and common elements of this approach are described. Practical adaptation initiatives tend to focus on risks that are already problematic, climate is considered together with other environmental and social stresses, and adaptations are mostly integrated or mainstreamed into other resource management, disaster preparedness and sustainable development programs. T2 - Natural Hazards AB - Mountain hazards such as landslides, floods and avalanches pose a serious threat to human lives and development and can cause considerable damage to lifelines, critical infrastructure, agricultural lands, housing, public and private infrastructure and assets. The assessment of the vulnerability of the built environment to these hazards is a topic that is growing in importance due to climate change impacts. A proper understanding of vulnerability will lead to more effective risk assessment, emergency management and to the development of mitigation and preparedness activities all of which are designed to reduce the loss of life and economic costs. In this study, we are reviewing existing methods for vulnerability assessment related to mountain hazards. By analysing the existing approaches, we identify difficulties in their implementation (data availability, time consumption) and differences between them regarding their scale, the consideration of the hazardous phenomenon and its properties, the consideration of important vulnerability indicators and the use of technology such as GIS and remote sensing. Finally, based on these observations, we identify the future needs in the field of vulnerability assessment that include the user-friendliness of the method, the selection of all the relevant indicators, the transferability of the method, the inclusion of information concerning the hazard itself, the use of technology (GIS) and the provision of products such as vulnerability maps and the consideration of the temporal pattern of vulnerability. Since different intellectual traditions use the terms in different, sometimes incompatible, ways, they emerge as strongly related but unclear in the precise nature of their relationships. A set of diagnostic questions is proposed regarding the specification of the terms to develop a shared conceptual framework for the natural and social dimensions of global change. Also, development of a general theory of change in SESs is suggested as an important agenda item for research on global change.
