The open and transparent processes in the Open Working Group (OWG) and Post-2015 agenda consultations challenged the MDG paradigm and set more transformative and ambitious goals. But across many goals, there was slippage in ambition when targets and indicators were selected. In some cases, this is due to genuine difficulty in defining a suitable indicator. In other cases, there is clearly a contestation about the agenda, and indicators are used to reorient or pervert the meaning of the goal. The accounts of the negotiations– concerning inequality, sustainable agriculture, access to justice, education, environment – show how the selection of an indicator is purportedly a technical matter but is highly political, though obscured behind the veil of an objective and technical choice. The papers also highlight how the increasing role of big data and other non-traditional sources of data is altering data production, dissemination and use, and fundamentally altering the epistemology of information and knowledge. This raises questions about ‘data for whom and for what’ – fundamental issues concerning the power of data to shape knowledge, the democratic governance of SDG indicators and of knowledge for development overall. It focuses specifically on SDG 10, which aims to reduce inequalities within and among countries, and finds the targets inadequate to address many of the most pressing inequalities. It then examines international human rights law to discern whether human rights standards might inform the SDGs to alleviate some of the shortcomings of SDG 10. The article concludes that interpretations of international human rights to date also fall short in terms of addressing income, wealth and social inequalities. It therefore calls for research on the legal interpretation of the multiple equality provisions in the International Bill of Human Rights in a manner that would address the greatest human rights challenges of our time. Against this backdrop, Agenda 2030 includes a Goal aiming to reduce inequalities of all kinds, within and between countries. One of the most transformational aspects of the new sustainable development agenda, SDG10 has the potential to deliver an urgently needed paradigm shift in how development efforts are pursued to realise human rights and reduce inequality. This article analyses the strengths and shortcomings of SDG10 from a human rights perspective, and explores the political vulnerability of the Goal and the prospects for its implementation. The Preamble to the Resolution on the SDGs adopted by the United Nations General Assembly stated the following: ‘We are resolved to free the human race from the tyranny of poverty and want and to heal and secure our planet. (. . .) As we embark on this collective journey, we pledge that no one will be left behind’. Through a close examination of the SDG initiative—and aligned concrete policy proposals—I demonstrate that the project to ‘leave no one behind’ rests on specific ideological premises: it is designed to promote and consolidate a highly contested neo-liberal variant of capitalist development. The SDGs are framed as a universal project, with quite substantial institutional monitoring mechanisms aimed at ensuring the successful implementation of aligned policies. Indeed, as I demonstrate, the implementation of highly contested neoliberal policies are themselves explicit goals of the SDG agenda. In this respect, the SDGs differ significantly from the Millennium Development Goal initiative. The argument I develop demonstrates that the SDG agenda may be aimed in part at undermining political struggles that aspire for more socially just and ecologically sustainable approaches to development. Overall, I argue that the explicit commitment to ‘leave no one behind’ is a discourse that is strategically deployed to justify the implementation of a highly problematic political project as the framework of global development. This is a framework that privileges commercial interests over commitments to provide universal entitlements to address fundamental life-sustaining needs. Political struggles over development will continue against the ideology of the SDG project and for transformative shifts for actually sustainable development.
